Good luck turning it into law as labor costs would eat into profits, unless we the American consumers are willing to pay higher prices for the same goods and services we now enjoy. Economic orthodoxy at the moment makes this hard to achieve. Some forms of protectionism measures such as tariffs, border incentives, subsidies must be on the table for this to happen. All result in some form of consumption tax which would dampen demands. A structural problem that is hard to solve in a globalized free-trade world.
