Here in Hawaii we have a huge, I mean "really HUGE" off books homeless population, living in tents in a friends backyard, couch surfing, on the beach, etc.
At the same time, my brother is still paying $200 a month to rent a room in a "common house", a friend is paying $400 for a studio.
These prices the "shadow homeless" would kill for. There is no rent control control, they just have good landlords. Any change and my brother would be living with me, and my friend would be living next to a stream and a former homeless person would be in his studio. So you pick the winners and losers. Does the market? Or some all knowing state agency?
What is the difference between them and you and I?

People paying rent are largely paying for a place to live in a community, and not the actual fixed improvement.

Then this question:
